Our Commitment

Motion Framework is committed to providing a safe, inclusive and supportive environment for everyone involved in our magazine, radio broadcasting classes, workshops, events and multimedia projects.

We take reasonable and proportionate steps to protect the health, safety and wellbeing of young people, staff, volunteers, contributors, visitors and partner organisations. This includes identifying potential hazards, assessing risks and putting suitable measures in place to prevent injury, illness or harm.

Our approach follows the principles recommended by the Health and Safety Executive: identifying hazards, considering who could be harmed and taking action to eliminate or control risks.

Who This Statement Applies To

This statement applies to:

  • Young people participating in Motion Framework activities
  • Employees, freelancers and volunteers
  • Tutors, mentors, presenters and project leaders
  • Contributors, visitors and invited guests
  • Contractors and partner organisations
  • Online and in-person activities organised by Motion Framework

Everyone involved in our activities is expected to take reasonable care of themselves and others, follow safety instructions and report concerns promptly.

The responsible person will:

  • Maintain appropriate health and safety arrangements
  • Ensure activities are properly planned and supervised
  • Complete or approve relevant risk assessments
  • Provide suitable information, instruction and training
  • Review accidents, incidents and near misses
  • Make sure emergency and first-aid arrangements are understood
  • Review this statement and related procedures regularly

Staff, volunteers and project leaders must follow agreed procedures and raise any hazards or concerns before proceeding with an activity.

Risk Assessments

Motion Framework will assess the risks associated with its premises, equipment, workshops, events and multimedia activities. Additional assessments may be completed when introducing new equipment, changing venues or working with participants who may require additional support.

Risk assessments may cover:

  • Radio, recording and computer equipment
  • Electrical leads, plugs and extension cables
  • Slips, trips and blocked access routes
  • Manual handling and moving equipment
  • Display-screen use and workstation arrangements
  • Sound levels and headphone use
  • Filming in public or unfamiliar locations
  • Travel to activities and external events
  • Fire safety and emergency evacuation
  • Accessibility and individual support requirements
  • Online participation and digital communications

Controls will be proportionate to the activity and reviewed when circumstances change.

Protecting Young People

Motion Framework recognises that young people may require additional support because of their age, experience, maturity or awareness of risk. Activities will therefore be appropriately planned, explained and supervised.

The Health and Safety Executive states that organisations employing people under 18 must consider risks arising from their lack of experience, awareness or maturity.

Where appropriate, Motion Framework will:

  • Provide clear instructions in accessible language
  • Use suitably experienced staff, tutors or volunteers
  • Maintain appropriate supervision
  • Explain how equipment should be used safely
  • Obtain relevant consent and emergency information
  • Consider individual health, accessibility and support needs
  • Prevent participation in activities that are unsuitable for a person’s age, experience or ability
  • Follow separate safeguarding and child-protection procedures

Health and safety concerns involving a young person will be handled sensitively and shared only with appropriate people.

Radio, Studio and Multimedia Safety

Participants will receive instructions before using microphones, headphones, computers, cameras, mixing equipment or other production tools.

Equipment must:

  • Be visually checked before use
  • Be used only for its intended purpose
  • Be kept away from liquids
  • Be positioned so that cables do not create trip hazards
  • Be switched off or disconnected safely when required
  • Not be used if damaged, overheating or malfunctioning

Participants must not repair, dismantle or modify electrical equipment unless they are authorised and competent to do so.

Sound will be kept at a reasonable level. Participants will be encouraged to take appropriate breaks when using headphones, screens or production equipment for extended periods.

Premises and Accessibility

Motion Framework aims to use venues that are suitable for the planned activity and the people attending.

Before activities begin, consideration will be given to:

  • Safe entrances and exits
  • Clear walkways
  • Lighting, heating and ventilation
  • Toilets and welfare facilities
  • Accessibility requirements
  • Maximum room capacity
  • Emergency evacuation arrangements
  • Safe storage of bags and equipment
  • Any hazards created by shared premises

Participants should tell a member of the team about any reasonable adjustment or support requirement that could help them take part safely.

Fire and Emergency Procedures

Motion Framework will follow the fire and emergency procedures of each venue it uses. Escape routes and fire exits must remain clear, and participants will be informed of the relevant evacuation arrangements.

A workplace fire-risk assessment should identify hazards, people at risk and the measures required to reduce those risks, supported by an emergency plan and regular review.

If an alarm sounds, everyone must:

  1. Stop the activity.
  2. Leave by the nearest safe exit.
  3. Avoid collecting personal belongings where this would cause delay.
  4. Go to the designated assembly point.
  5. Follow instructions from the responsible person or venue staff.
  6. Not re-enter until told that it is safe.

Emergency services should be contacted by calling 999 where immediate assistance is required.

First Aid

Appropriate first-aid arrangements will be considered for each workplace, workshop, event or project. These may include an accessible first-aid kit, an appointed person and information explaining how assistance can be obtained. HSE guidance requires employers to assess their first-aid needs and provide appropriate arrangements for employees, while recommending that visitors and other non-employees are also considered.

Participants should report any injury or illness immediately, even where it initially appears minor.

Motion Framework staff will not provide medication unless this has been formally authorised and suitable arrangements have been agreed.

Accidents, Incidents and Near Misses

All accidents, injuries, dangerous occurrences and near misses connected with Motion Framework activities should be reported as soon as possible.

The responsible person will:

  • Make sure immediate assistance is provided
  • Record the relevant details
  • Inform parents, carers, venue staff or emergency services where appropriate
  • Review what happened
  • Introduce additional controls where necessary
  • Complete any legally required reporting

Records will be stored securely and handled in accordance with applicable data-protection requirements.

Wellbeing and Respect

Health and safety includes supporting a respectful environment in which participants feel able to speak up.

Bullying, harassment, intimidation, discrimination, threatening behaviour and deliberate misuse of equipment will not be accepted.

Participants may take a break or speak privately with a member of staff if they feel overwhelmed, distressed or unsafe. Where a concern falls outside Motion Framework’s expertise, the individual may be encouraged to seek support from a parent, carer, education provider, healthcare professional or appropriate support service.

Drugs, Alcohol and Smoking

Alcohol, illegal drugs and intoxication are not permitted during youth activities.

Smoking and vaping are not permitted inside activity spaces or in any area where they are prohibited by the venue. Anyone whose behaviour creates a safety risk may be asked to stop participating and leave the activity, with a parent or carer contacted where appropriate.

Photography, Filming and Online Activity

Photography, filming, broadcasting and online publishing will be managed responsibly.

Motion Framework will seek appropriate permission before publishing identifiable content involving young people. Participants must not record or distribute images, audio, personal details or private conversations without authorisation.

Online sessions and digital projects will follow suitable moderation, privacy and safeguarding arrangements.

Reporting a Concern

Anyone who identifies a hazard or feels unsafe should stop the activity where necessary and report the matter immediately.

Review

This statement will be reviewed at least annually and whenever there is a significant change to Motion Framework’s activities, premises, equipment or legal responsibilities.
