Motion Framework is committed to providing a safe, inclusive and well-managed environment for young people, employees, volunteers, tutors, contributors, visitors and partner organisations.
This page explains how we identify and control risks connected with our magazine activities, radio broadcasting classes, recording sessions, workshops, events, filming and other multimedia projects.
UK employers must make a suitable and sufficient assessment of risks to employees and other people who may be affected by their activities. This involves identifying hazards, considering the likelihood and seriousness of harm, and eliminating or controlling the risk.
Detailed assessments will be completed for specific venues, events and activities. This public page provides an overview and does not replace a site inspection, fire-risk assessment or activity-specific assessment.

Risk-Rating Method
Each hazard is assessed according to:
- Likelihood: How likely it is that harm could occur
- Severity: How serious the possible harm could be
- Overall risk: Low, medium, high or very high
- Residual risk: The level of risk remaining after controls are applied
Activities assessed as high or very high risk will not proceed until suitable controls reduce the risk to an acceptable level.

Additional Protection for Young People
Motion Framework recognises that young people may be at greater risk because they can lack workplace experience, maturity or awareness of hazards. HSE guidance requires these factors to be considered when young people are employed and recommends clear instruction, training and suitable supervision.
Before a young person participates, Motion Framework will consider:
- Their age, experience and understanding
- The nature and complexity of the activity
- Any accessibility, health or support requirements disclosed
- The level of instruction and supervision required
- Whether parental or carer consent is appropriate
- Whether particular equipment or activities are unsuitable
- The arrangements for arrival, collection and emergency contact
A separate safeguarding policy will apply to the protection of children and young people.
First Aid and Emergency Arrangements
First-aid arrangements will be proportionate to the activity, venue, number of participants and risks involved. HSE guidance states that first-aid needs should be assessed according to the work, location, workforce and hazards present.
Before each activity, the responsible person will confirm:
- The location of the first-aid kit
- The appointed person or available first-aider
- How emergency services can access the venue
- The venue address and emergency telephone arrangements
- Any relevant participant medical or emergency information
- How incidents will be recorded and escalated
Call 999 where urgent assistance from the emergency services is required.
Fire Safety
A separate fire-risk assessment and emergency plan will apply to premises for which Motion Framework has fire-safety responsibility. Fire-risk assessment involves identifying fire hazards and people at risk, removing or reducing risks, recording the findings, preparing an emergency plan and reviewing the assessment.
Where Motion Framework uses a third-party venue, the project leader will obtain and follow the venue’s evacuation arrangements.
Reporting Hazards and Incidents
Everyone involved in Motion Framework activities is encouraged to report:
- Unsafe equipment
- Hazards or defective facilities
- Injuries or illness
- Near misses
- Safeguarding concerns
- Bullying, harassment or threatening behaviour
- Any situation in which someone feels unsafe
Reports should be made immediately to the activity leader or responsible person.

Monitoring and Review
Risk controls will be checked to ensure that they remain effective. Assessments will be reviewed following significant changes to staff, venues, activities, equipment or working practices, and after accidents, near misses or concerns about existing controls.
Motion Framework will also conduct a scheduled review at least annually as an internal good-practice measure.
